* 99# service has brought banking services to all citizens living in any corner of the country. The USSD-based NPCI was first launched in 2012, then the NPCI launched the UPI with member banks on August 25, 2016. The service is provided by 83 well-known banks and the four major service providers of telecommunications.
The service allows account holders of all banks to send and receive money using a unique identifier called a UPI ID or remittance address without an internet connection.

The service is available 24 hours a day and even on public holidays.
Users can access the service through a common code *99# on some GSM carriers and mobile phones

3. Steps to perform UPI transaction without Internet
To register, dial *99# on your mobile phone from your registered mobile number.
You will get a pop-up to select your bank. Once the bank is selected, you must select your bank account from the list
Now, to create your UPI PIN, enter the last six digits of your debit card
Now enter your debit card expiration date
Now enter or confirm your four or six digit UPI PIN. Your UPI PIN is now set.
Once the UPI PIN is set, you can dial *99# again and see all the actions you can now perform.
You can dial *99# on your phone and enter 1 to send money without an internet connection
You can send money either by your bank account number, your UPI ID and your IFSC code
If you choose the UPI option, enter the beneficiary’s UPI identifier. In case of bank account number, enter the recipient’s IFSC code and bank account number. In case of mobile number, enter the mobile number of the recipient to whom you want to send money
